Tips on cleaning up this rust

The rest of the frame only has surface rust, but I noticed this rust on the to last rear cross member while installing mud flaps. My dad suggested cleaning off some of the surface rust with a wire brush and then painting it with some rust converter. Was wondering if y’all had any other suggestions

Definitely get it cleaned up. Wire cup wheel or a flap disk would help. Getter painted with some rust primer and keep an eye on it. If it's rusted through we are having a different discussion.
