Seat Belt Retractor

The seat belt retractor in my 98 TJ is having issues locking up and not releasing. It will retract when I take it off, but then I have to fiddle with it to get it to pull out to out it back on. Is there a way to clean/lubricate the assembly or do I need to replace it?

Years ago my drivers side retractor was not working correctly. I was able to open it and there was a lot of debris inside - dust, dried grass, etc. I blew the debris out, put the cover back on, and it worked properly afterwards.
