Kinda funny that they call it a seal or a gasket when it's just there to cover the semi sharp edge on the inside of the windshield frame. There's also another molding on the outside which generally does need to be installed at the same time as the glass because the glass generally sits flush with the body. IIRC, I believe the outer molding was eliminated at the factory on the JK production.

Windshield Moldings. Moldings are a cosmetic black rubber trim that usually run along either the top or the top and sides of your glass. Contrary to popular belief, they play absolutely no part in holding your windshield in your car."

Technically it doesn't need installed at the same time as the windshield. Where the windshield glass gets involved with either molding (inside or out) is when the windshield is replaced AND the urethane adhesive ends up squishing down onto the molding and holding in place too. Shouldn't happen this way but sometimes it does.

In the case where the inner molding starts to sag or come loose it could be that it's just too old and dried out or there's hidden damage from the removal of the glass some time in the past.

Your best bet is to pull out what you have. If it comes out easily without ripping to pieces the new one should just slide in place and grip enough to hold itself in place.

If it doesn't want to pull out easily you can either remove as much as you can that's visible and live with seeing the metal edge or go to a decent autoglass shop and see what they could do. (NOT SAFELITE, they'll do their best(worst) to convince you that you need a new windshield no matter what) If I was still in business I'd install one of the moldings on my shelf to cover the metal edge without changing the glass and probably charge you a $20 bill.

And whatever anyone does themselves NEVER use silicone that smells to seal anything near a windshield those stinky chemicals interact with the urethane and eventually your windshield ends up leaking water if not coming loose.

Did you ever figure out which item it was and how to install it?
 
All you needed to do was apply some weatherstrip glue to the one that was loose and glue it back in place. Worked for my 06.
