Hard start in cold weather

I have a 98 TJ. When weather is cold, it takes priming it twice to start right up. Normal or warmer conditions cause zero issue. Been like this for a year. Anyone have an idea why it would only need primed in cold weather and how to fix it? I’ve seen some people say it’s a coil. Others say a pump. There are no check engine lights caused by it. It just takes the two turns of the key to on and off before it starts. Again only in freezing temps.
