Ground strap

The ground strap behind my dash is hanging loose. My radio has a ground wire attached to the dashboards metal sub-frame. The size of the ground straps eyelet leads me to believe that maybe it was attached to the subframe to provide a positive link between the two. Does this sound logical or was I just wasting my time posting this?

The ground strap under the dash typically goes over one of the studs that the dash is hung onto.
