Best described as floating/twitchy front end, I replaced the rear upper and lowers already. Also all shocks,sway links, tie rod ends, steering box, steering damper, track bar

Check your track bar bushings/connections. Post up a picture of your front end components

Go for a drive in your neighborhood. On a slow stop approaching a stop sign, if you hear a “thunk” when stopping your forward momentum it’s almost a guarantee of bad control arms.

I also forgot to mention, the PO installed wheels from 2018 wrangler. Would these wheels make the jeep handle differently?

JK has a different offset and lug nut pattern. So you probably have an adapter in there. Making sure it's tight, and properly torqued is important.
