Floor vent issues

Quick question… racking my brain tracking this down.

My floor vents and dash vents are always on. I can switch it between the defrost and dash vents but the floor is always on.

I can feel the valve in the bottom center moving with my hand but when I switch between floor and dash it moves but then slowly creeps back to its original position…

When it does move there’s no change in air speed for the dash or floor …

I’m not sure which valve actually controls the floor vents…

I’ve checked for vac leaks and I haven’t found a smoking gun… when the jeep is off when I pull a vac line it’ll make the woosh sound like it is still holding a vac though so I’m not sure if it actually is a vac leak…

Anyone else have some tips on where to look for this?
 
Also… I believe the upper middle valve is for the defrost bc it moves when the defrost and the valve under the passenger airbag is for the internal air/ external air based on the research I’ve seen…
 
The only counter I have to that is why is that valve seeming to move and then move back… I did find the cruise control vac elbow was messed up so I’m gonna replace that this weekend

Still tying to hunt this down.

Bought a smoke machine and didn’t find any leaks… the dial for the vent placement has a very tiny leak something I think is negligible you can smell it more than see smoke…

No leaks from any vac lines from what I can tell….

Anyone think that the actual vent valves could be having an issue?

I’ve also replaced the ac control knob setup twice
 
Also even after it’s been turned off for days/hours when I try to trouble shoot the vac lines for leaks when I start unplugging them for the smoke machine… there’s still vaccumm so it makes me think there’s something else besides a vac leak going on…
