Dash wiring question

I have a question that I think I already know the answer to. I'm parting out an 04 TJ and am stripping everything off, saving the parts that will keep it running so that I'm not pushing it around my driveway. A guy came and bought the entire dash, I helped him pull it. I asked him to leave the cross body wiring harness under the dash, with concern that it wouldn't start. He — and he was fairly knowledgeable — strongly felt that it only affected HVAC and the sound system, but I was still not sure, but didn't feel like arguing. Sure enough, it wouldn't start the next day when I found a good battery for it — and it had been running. The steering column wiring was all plugged back in — does the cross body harness contain the clutch safety switch, or is it more integral to the ignition?

I think the SKIM wiring goes through that fusebox, if you have SKIM. I thought the clutch safety went through there as well but a very quick check doesn't prove that out.

EDIT: looks like the backup lights are on fuse 7, which probably means the NSS is on that same circuit....which probably means the clutch safety is as well but looking at the wiring diagrams is the only way to really know.

Thank you. Clutch switch and starter relay. Double whammy. Luckily, this guy is pretty nice and is giving me the harness from when he pulls his dash (also 2004).
