I'm new to the jeep community. I've got a 1998 tj 4.0L 5 speed. When I turn the engine over the first time itt won't start but the second time it fires right up. Runs a little rough at first but then runs fine. I've replaced the plugs, wires, cap and rotor, coil, new air filter and pcv valve. It's not really a problem but I'd rather it fire right up. Anyone had this issue?
 
If I had to guess it's the check valve in your fuel tank. This is a common issue on TJs and your symptoms match it perfectly.

As Cris mentioned it's a very common issue usually traced back to the regulator on top of the pump assembly leaking back and draining the fuel out of the line. It can be replaced as an individual part. Try turning the key to the run position several times without cranking then see if she cranks right up.

Mine has been doing that for many years. As said, I turn the key on-off-on-off a few times before cranking and it fires right up.
