Someone on Reddit said it's a brush guard. I'm thinking it's less about protecting it from brush and more about being a push bumper, to keep the stock bumper from ramping up over things, like derelict vehicles.

The box the winch is mounted on is covering up a pair of gladhands I'm assuming for towing purposes.

Those things are high-priced in good condition. I want a Fury go-kart, but not for the prices I’ve seen them at.
