So I finnaly got around to putting a cable shifter on my jeep but 4 low still does not work. It does go up int the position gut it grinds and when it does my 4wd light flashes on and off. I have no clue if this means my transfer case is shot or what could be causing this.
 
It probably is just on the edge of the detent and the lever is being stopped from moving further rearward by the shift gate. You need to adjust the cable so it seats fully into the detent with about 1/8" extra space in the shift gate located on the floor.
 
Best thing to do is rotate the yoke 180 degrees in one direction and test. Then repeat. If it's not getting better than reverse to the original spot and go the other direction.

Cable length is adjusted with both levers in the same mode. Cable housing moved back and forth in the brackets adjusts the throw. If you get the cable length correct, then you can adjust the throw to move it past the detent slightly so you get a positive shift and then it relaxes into the detent.

Another thing, pop the cable off and manually shift it into 4 low and check the function of the t-case that way.
