Brake Pad Issues?

Anyone else changed generic pads recently on your TJ and have one that fits poorly? I first installed Bosch Premium Semi Metallic and now Carquest Premium Semi Metallic; both have the passenger outboard pad kicked out at the top.

The only variables that have changed here are the knuckle (from @mrblaine ) and the pads. I know the knuckle is good; if I put the bare pad in the hangers the arc of the pad fits the arc of the rotor. It is not until the outboard pad is clipped into place on the pins that it is positioned out and I know I did not have this issue with my old pads that were installed (calipers shouldn't be the issue)

I snagged a set of yellowstuff on closeout at Rock Auto for $70; my money right now is that the stamped plates and rivet locations aren't correct on these pads...and all these generic pads probably source the same back plates... thoughts?

There are shims that come in the hardware kit to account for wear on the pad guides. Are they so loose that they're making noise? Or just not fitting very well?

Without mounting the pads in the caliper and just putting them in the hangers against the rotor (held true by wheel spacers); everything fits perfect and no shim is needed on any of the 4 pads. The issue I am having is the outboard pad being rotated when pinned in the caliper, pulling it away from the top hanger and coming off of the load bearing surface of the knuckle as shown by the picture. Driver side is perfect as shown in the other picture.

Caliper bushings are good, no bind, free moving piston and really brakes well...but I know this pad fitment isn't correct and it is consistent across two generic sets of pads...
