What are the brackets in the picture for?
I'm assuming number one is just a tie-down for whatever is needed.
Number two looks like it was me

The #2 bracket you're pointing to are child seat strap anchor points, referred to as LATCH (Lower Anchors and Tether for CHildren) in the manual.

The lower anchors are on the seat, near where the seatbelts come through between the back and bottom. The top tether (for forward facing) is the #2 bracket in the photo.

LATCH are only rated for a total weight up to like 45 lbs (including the seat), so for a bigger kid you need to use the seatbelt, which while it doesn't pull out and ratchet, it has a locking design in the buckle so the shoulder belt doesn't slide through it when the car seat is buckled in. I believe that before the early 2000s they still had this type of seatbelt but no anchors/tethers.
 
The little ones further forward are footman loops. Those are there for strapping down the door surrounds when going topless. You use the straps that originally came with the Jeep when new.

Mine (1998) has 4 footman loops in that location and came with webbing with clips that hold down the door surrounds in that location.
