Bad oil pressure sending unit?

I have a 2000 jeep with 4.0 and noticed the other day that my oil pressure gauge was pegged at 80 and never moved regardless of rpms. It usually sits around 40 and fluctuates a little when driving or at idle when at a red light.

When I turn the key on but dont crank the engine, the gauge moves to 80. Doesn't it not suppose to move until the engine is cranked and produces oil pressure?

I believe it's a bad sending unit and I ordered a replacement but I wanted to get y'alls opinions to make sure it's not something more serious. The engine sounds and acts the same so I believe it's fine but figured I'd double check.

Also I removed the sending unit and sprayed it and the plug with wd-40 and cleaned it with a q-tip but it didn't seem to help when I reinstalled it.
