97 TJ Blower Motor Relay Power

I've read through countless posts on various forums trying to find an answer before posting here. I'm not most knowledgeable with wiring or electrical circuits, but I've tried to figure it out myself. I have a 97 TJ 4.0 with no blower motor power on any speed setting. I've replaced the blower motor, resistor, blower relay, switch, fuses, and rewired both the resistor and motor connectors. I have power at the motor under the hood.

The motor works fine when jumped from the battery. I have power on one wire on the motor relay under the glove box. There's a red/yellow wire that I believe is the constant hot, which has constant power. None of the other wires have power with the ignition on or off; however, if I bridge the connection from the red/yellow hot wire to the green/yellow wire just next to it, the blower cuts on at full speed. The green/yellow wire traces to the resistor connector. The wires and connectors are undamaged. I've attached an image of the two wires. I'm lost at this point, and looking for any possible solution. I've done all the work on my TJ myself, but wiring is the least fun.

What is this? Is it the relay?
