1997 TJ Fuel Pump Issues

My 1997 TJ Fuel Pump is not priming and does not get fuel to the fuel rail.

What I have done so far:
- Replaced Fuel Pump
- Checked all Grounds
- Swapped Relay
- Checked Fuses
- Swapped PCM with new Wrangler Fix PCM
- Checked wire harness for any breaks

I have continuity to ground at the Relay. I am not seeing any power at relay C10 slot. My fuel gauge does work.

Not sure what else to check here.

Have you done continuity and ohm checks back to the PCM and PDC?

Did you ever find a fix for this problem? I'm in a similar situation I have done everything you have done plus replaced crank position sensor , Ignition coil, Rotary cap, Spark plug wirers, Ignition switch, and the Actuator under the steering column. Any help would be great thanks.
