bumper

I know that a TJ isn't supposed to tow more than 1500 lbs. My question is, if I wanted to tow a small trailer (1500 lbs. or less), can I use a bumper with a receiver hitch built into it (i.e. Savvy), or do I need a separate receiver hitch system that attaches somewhere else?

I'm looking for a Mopar Rock Crawler Front Bumper. I'm located in New Jersey but will travel a little bit for this bumper. I have attached an image of what it looks like for reference.

Does anyone have any recommendations on a good aluminum rear bumper with built in tire carrier for the TJ? I would like an aluminum one for weight savings.
