Is there supposed to be a filter or foam seal here?

Is there supposed to be a filter or foam seal around this ( maybe the outside air intake for the hvac system) ?
Picture is under the hood against the firewall.

That's the drain for the cowl area. It did have a foam seal around the top where it meets the metal when new. but, it's just a drain so not really a big deal if it's missing in my opinion. You could probably make another one if's it bothering you.

It's a big deal if your cowl drain plugs up. That's the next place water will go.
