Snagged a NOS Mopar hardtop wiring kit!
It hasn't arrived yet but I know this is well above *my* skill set. Can anyone who's done this give me an idea of where this stands on a difficulty scale of 1-10, and an approximation of how many hours it might take?

Because for help...I'm not sure if I should ask:
1) my boyfriend (not a mechanic but super-handy and understands electrical stuff),
2) my neighbor across the street who builds and rebuilds cars - mostly old Chevys - from the ground up, but he refuses to take money from me so I don't like to ask him to do stuff unless it's quick, OR
3) the mechanic who specializes in TJs but does NOT like to install customer-supplied parts, so that may not be an option, BUT maybe there's an exception for a factory-sealed part). The TJ is there now for some other work.
Any input would be super-helpful!!

I would start with option 3. If he is special in the TJ area, he will understand that he A) can’t find that kit B) will evaluate the kit with you to determine all the parts are in the kit and that he can do the work.

Otherwise 2 could likely work as it has instructions.

You could always scan in the instructions in PDF form and we could help you in determining if everything in the kit is in the bag or not. I don’t know, that’s a good start.

I'd just start following the destructions and we'll happily either help or lead you completely astray.

Do you already have a factory hard top with wipers and defrost and the plug on the driver's side?

I just completely disassembled a 2000 with a factory hard top...so I know what should be there...but we don't know what you have yet...
