Greetings from Ireland,
Long time Wrangler fan but just looked at my first car today (very rare in Ireland).
Price is good, looks great but underneath is quite rusty, I think but could be normal but so rare I don’t know.
Worst parts seem to be behind front bumper and on front axles.
Also what work would need to be done to get her right?
Any advice greatly appreciated

That looks really, really bad. I’d walk.
 
Rig looks like it was submerged in the ocean. I would definitely avoid. For reference, this the frame and front suspension on my rig.

Oof! They may be rare over there, but that's too much rust and neglect. Walk away. You can spend an astronomical amount just to get that thing in "kinda ok, but still not great" territory

Depends on asking price and your expectations
The suspension rust is replacement parts and clean up. Need to assess brackets and what not to see if they are solid or toast

The underbody however, not good
Really comes down to your ability & cost

Ireland, if rare is supply and demand
Parts will be pricier to get there also without a big market for them
 
More knowledgeable people than I will chime in, I am sure. But unless you are looking for a really expensive fabrication hobby, I would just keep walking. That front end looks like it is about to crumble into rust flakes just sitting there. The tub doesn't look much better.

Is there any rust through parts on the frame,like on the back side. Take a scratch-all/scriber and check the underbody and frame for thickness, see if you can push through the metal, a 4'' or 5'' nail works in a pinch. But all them front end parts can be disassembled, repainted and reassembled. When I do this I use rustoleum/tremclad black and red paint colours. I paint everything black with red springs.The cleaner the prep the better the job. Looks like a $2500 jeep. and thats CND.
