What brand of tires should I go with?

I have a 2002 with the factory wheels and tires. I want to go a little bigger, up to 31s. But mount them on 15 or 17" rims? I want to keep the tires under the stock fenders. What offset gets me closest? I assume the BFGs would be the best choice for tires for my driving. Light off roading, and about 3 months of snow.

15s. 17s will look goofy with 31s imo.
I live in Minnesota also. The stock rims on my 2006 are 16 inch. My personal winter snow (3 peak mountain snow rated) all terrain tires is the Goodyear Duratrak. I think the best size for best winter traction would be the tall-skinny 235/85r16 (32" tall). I have used these on a few vehicles and I haven't had a better tire for snow. My 2006 Rubicon unlimited is running same tire in 285/75r16 (33 tall), it is wider, but it is not driven in the winter, so a little better for summer off road use. I use a 1 inch spacer with these. Same stock Moab rims. Actually have a black set of aftermarket Moabs currently being used. I don't think the spacer would be necessary with the 235's. I do like the tall skinny look. Winter is a totally different ballgame than mud, sand and rocks.

Thanks for all the input. I went with the Falkens. There is minimal, to zero, road noise.
I recently went to Kumho Road Venture 51’s based on the driving I do in 32-11.50-15’s and they are by far the quickest tire I’ve had and any of my 4x4’s.
Wow did you say 15 year old tires, you are really pushing your luck.
There is a general consensus that most tires should be inspected and yearly should be absolutely be swapped out after 10 years, regardless of how much tread they have left. We change out the tires on our trailers no matter what at 8 years.

I'll give a thumbs up for the WildPeaks. I've put about 15k miles on them and they remain dead quiet. Had them through last years winter and found them well suited. They get an 'OK' rating for heavy rain, but to be fair, it could just be the size not the tread.
