100% it's the cowl drain being clogged.
Four bolts on top of the cowl. One on the cowl great. Two on the front of the cowl that the hood needs to be propped up to access.
The drain is dead center. Take a coat hanger and poke through the blockage. Flush it out. Clean the cowl and you're good to go.
