The power steering is on that side. It could make a noise like that and get quieter as fluid circulates. Get a stethoscope and listen near the pulley while it's noisy. (I hope I don't have to say NOT to put it ON the pulley. Lol)
Idk if a water pump will make a "shrill whistling" noise, but I do know an idler pulley that's on its way out, will.
I had one going out on a '19 Hemi that sounded like a supercharger. Lol
Unless you don't have an A/C in your vehicle...like back in the 60's when they left power robbing items out of the engine bay... but then you wouldn't have an A/C drain. Lol
