Brightest non-LED headlights

I'm running the Toyota headlight housings with the Hella 100/80 bulbs. The Toyota housing lens has a decent, sharp, cutoff. In 2 years of DD use, I've never been flashed for my headlights being too bright.

The Toyota part number is 81110-60P70.

I bought the Toyota kit for the harness but I’m using Cibie lamps and Osram bulbs. Cibie are E-Code. I haven’t looked at the Koito lamps to see if they have a DOT stamp.

So where does one go to fine the cibie enclosures for our TJs? I’ve googled and can’t find anywhere to buy them? And which cibie e-codes are they?
 
Hella is another brand that gives those choice H4 options

I switched to the Hella H4s and the difference is amazing. When I drive down city streets at night the all reflectors on the cars parked in the driveways on both sides of the street really glow. I have not had anyone flash me for my lights being too bright. I also like that they have glass lenses. Best overall upgrade I’ve done so far and the price was reasonable.

Also did this and it’s great. Easy replacement just dropped in didn’t have to aim things it mimicked the original pattern just better.

I have the Hellas and use Philips X-tremevision Pro150 bulbs from Amazon. Massive improvement.

Hella's are not optically correct. If high beams are aimed correctly, low beams are too low. The inverse is of course also true.

If you are investing money in new housings, skip Hella and Cibie for how cheap the Toyota kit is.
 
Probably posted this before I run this less common headlight from a VW site. $45 for the pair. Curved glass that pretty much go unnoticed as a e code light.

Where to find Cibie` Z-beams?

My Wife is a terrific Ebay shopper. She found and watched several listings back in 2004 and finally settled with the ones I have on my TJ, and yes they are a little over 20 years old now. I've been through several bulb changes, as expected.
The ones that I had on my old FJ-40 were over 30 years old.
In my other TJ, the Koito's that were purchased about 6 months ago were a good buy but the beam pattern is less than desirable to me. So, I'll have my Wife look for another set of Cibie` Z-beams E code, for Left-hand drive vehicles.

As stated, the beam pattern. The fluting or more simply, the grooves that are cut into the inside of the lens look like the same as any standard halogen sealed beam headlight. And that made the light scatter above the hot spot on the road surface. And the high beams didn't really reach out that far.
Now compared with the Cibie`, there is a definite cut-off line on low beam which concentrates the beam on the road surface through the top half of the housing. And when on high beam, the light is directed through the whole housing.
Thus directing light down low and reaching farther down the road to almost make it look like a long range driving light but not a pencil beam effect.
 
I love Hella H4 E-code housings with just the standard cheap Hella 55/60w bulbs. I first had the Hella H4 DOT housings, and they were a decent improvement over the standard sealed lights. Then I got the Hella E-codes. When aimed properly, the E-codes project a superior beam pattern down the road and also don’t blind oncoming drivers, vs any DOT housing I’ve used. I honestly think the E-codes are silmutaneously better, safer, and less obnoxious to oncoming traffic. In my opinion, the only reason to go with DOT housings is if you have annual state required inspections.

With all that said, the Toyota H4 conversion kit is a smoking deal, and my cheap-ass would probably go that route if I didn’t already have the Hella’s.
