Let’s play a game of guess the noise

2006 Jeep Wrangler Sport 4.0L Automatic
So my Jeep sat for 3 months with no issue. Started it up and it began this whining noise. From what I’ve figured out, it’s not RPM based, but speed based. It only starts when I hit 30 MPH and doesn’t stop until I’m under 30.

It’s ungodly loud to the point where even my music won’t go over it. Literally any guesses are welcome. I’ve had 13 mechanics in my area listen to the sound and say “I’ve never heard any vehicle make this sound”. I think I got the video uploaded correctly, please tell me if it's not!

I’d consider using a mechanical stethoscope or long screwdriver to see if it’s coming from your AC compressor, water pump, PS pump, alternator pulley, tensioner pulley, or idler pulley.

Does anything change if the AC is on or off? How do your coolant and PS fluid levels look?
