Steering issues, box? or not?

I'm taking a break from my wiring issues to tackle the steering.
One issue I have had with the jeep since I've had it is the steering seems to " stick" . Meaning if I turn it right or left it doesn't come back to center on it's own. I also constantly have to " adjust" the steering as I go down the road, which has led to a slight play on the steering shaft. also in some instances while trying to adjust the steering from one side to the other i have had times when I have had to slow down because I keep going left to right, right to left to try to get it back to center. A bit concerning sometimes.

I assumed the steering box was worn out at some point and a previous owner may have adjusted the scew on top to tighten up the box. So... I picked up another steering box and was going to replace it today. Only to find a re manufactured sticker on the box that's in my jeep of 2015. You would say that's 10 years old however this jeep was last registered before I bought it in 2015. That would tell me the steering box was replaced the same year it was last registered.

that's what brings me here, could anyone enlighten me before I go through the trouble of changing the steering box if what I am experiencing in my steering could be related to the steering box, or something else with my front end?
 
I found the bolt that holds the track bar in at the axle was just slightly loose, and the star was stripped. So after welding a nut onto it an removing the bolt and flag nut, I was able to properly tighten that, which improved the steering quite a bit, but not 100%. I still think the box is too tight.

Check your caster.
 
Zero out a digital angle finder on the ground running front to back on the Jeep. Move it up on to the flat faces left and right of the differential. Subtract 12 for the caster angle. Factory is around 7. 5 is ideal for 35s. Usually folks with adjustable control arms mess with it until it stops vibrating.

Why subtract 12? I’m bad at math and just trying to understand.
