OMG I thought I was the only one who hated this and had this issue!
If you have (are cursed with) Office 365, you can still save to your local PC, but it's multiple steps and it will still save to the cloud by default EVERY SINGLE TIME

It's a big reason I bought licensed copies of Office for all my computers. I can't stand 365 and it's expensive.

On my personal machines (Windows and Linux) I use Libre Office and don't miss MS Office at all.
The features that Libre Office lacks compared to MS Office are features that I don't use on my personal machines.
The Mac office suite is actually pretty good.
Oops said windows above instead of office.
$25 for office pro license is cheap enough I'll stick with it.
