Edit: and what is that radiator? Has that been swapped for an earlier version? I thought 99 already had plastic tanks from factory.

I was going to comment on that.it looks like a yj radiator?
Not sure, just had the jeep a few weeks.
Oil fill cap, guess that's the odd area in valve cover, just behind the inlet air tube?
I guess replacement caps are available?
Is threaded or just pulls out?

Order another cap. Turn that nasty boy out with a pair of pliers and replace it.
Yes, that's it and it's threaded. I used a pair of channel locks when mine did that.
They all do it eventually. I was working in an oil change shop in high school when these things were new and was already seeing them come apart back then.
If you are talking about the heat shield under the fuel rail, here are a few shots of mine. Mine really needs to be replaced, but it's still doing it's job.
