Jeep stalls in first and reverse

It’s pretty much what the title says I have a 98 TJ with a 5 speed it always wants to stall in reverse or 1st and is quite picky about how fast or slow it wants to go. Is this my clutch finally going out?
 
Your issue is going to need a bit more explanation.

Does it want to stall from a stop, or while moving?
What are your RPM's when it wants to stall.
(is your engine bogging, or is your clutch slipping)

I guess what I'm getting at here, if you're on large tires, and you're improperly geared, I could 100% see stalling as an issue.
My TJ was a HOG to get rolling on an incline, with oversized tires and improper gearing. It took about 2,000rpms from a stop to get it rolling until I regeared properly.
On flat ground now with proper gears, I cannot force it to stall in first gear.

Well it bogs down and it’s at idle it’s usually just first take off that’s the issue. Sometimes just from a stop in general the rpm’s can be really random anywhere from lugging below its usual idle position slightly to jumping past the 1000 mark almost to the 2000 as for slipping I’ve never owned a manual but I do feel it lug when I’m driving like it jumps almost. The weird thing is it mostly evens out when it gets warm and it very much like hot days as opposed to colder ones.
 
You should inspect the throttle body to see if it needs cleaning.
Your problem could be caused by a dirty throttle body and more likely a dirty Idle Air Control solenoid.
Use throttle body cleaner and spray into the idle air port allowing the engine to idle (do not rev engine) so all the cleaner is drawn in thru the idle air port just above the throttle plate.

I’ve done everything from the IAC to spark plugs and just general tune up. Only thing I haven’t done is the MAF/MAP or whatever it actually is and the fuel pump I’ve even done the wiring loom repair by the head stud

If you have access to a scanner, check what the coolant sensor reads on a cold start. If it’s not giving correct reading while cold it could cause it to stall like you described
 
There’s some videos idk if that helps at all but those are all after startups individually I also revved it to keep it from dying in one video and one I’m holding steady not in gear but the rpm’s fluctuate
