From my understanding of it the reason they don't do that is to keep the workers on the tracking safe. If they let them go around at the start they'd have to wait to send people on the track to clean up because the lapped cars would be going at almost race speed to catch up.
In this case, the crash was very localized, with two big straights they could use to catch up.

If they unlap, then let them get back to VSC speeds in the areas the crash isn't so they can catch up quicker or slow down the safety car a bit
 
That was BS! Why did they only let some of the lapped cars pass? When have they ever let lapped cars unlap and end safety at the same time? That was a total gift to Red Bull period. A lot of class shown by Lewis.

Passing under Yellow protest has been dismissed. Not surprised - that one was pretty weak.

Much more interested to hear what they say, and how they say it, about the lapped cars protest.

Interesting the determination doesn't say anything about the unlapped cars.
It does mention lapped cars and Red Bulls counter was the regulation say "any" lapped cars not "all". Red Bulls counter arguments do seem somewhat valid.Definitely interesting though.

They plan to appeal so we will see what happens with that.

Masi claiming to be following the intent of 48.12 rather than the letter by letting the 5 between Lewis and Max by is... oof. That's some fine-line walking. I think this is a case of him being both wrong and right in what he did.

If nothing else, this illustrates that F1 needs a rule about safety cars during the last 10 laps or 15% of the race requiring an immediate red-flag and standing start. Everyone gets to change tires, they'r re-ordered, etc. It's, to me, the fairest way to resolve this conundrum.

Valid points. If the intent of what Masi did was to finish the race under green, it should have been a standing start. Letting those five cars go around to unlap themselves was a big 'fuck you' to the rest of the unwashed lapped behind them. Just a messy way to shoehorn in one hell of an exciting lap.
 
Mercedes has officially stated intention to appeal. Stewards were never going to overturn their boss’ (Masi’s) decision. Even that may not be the end as Mercedes could go to the International Court of Arbitration if the FIA reject the appeals. There isn’t really any down side for them doing so.

Hamilton was clearly faster today and reacted with class after what happened.

Masi makes it up as he goes along, he is utterly useless. I will be very surprised if this is not his last race as the Race Director.

But the consequence of changing who is world champion weeks or maybe months after the final race are just too great, so ultimately my money is on the result standing.

I have problems with both the first and last lap decisions but it is what it is. I didn't expect a great season but it was one of the best. I think next year with all of the changes will be good too.

I give Hamilton and Verstappen full marks for the way they handled the pressure, raced and respected one another.

A few things I liked were ...

... Verstappen declaring "Checo is a legend".
... Anthony Hamilton and Jos Verstappen shaking hands and then hugging it up.
... Geri Halliwell ... what's not to like?
 
Short story…. Fitting end to an epic season.

Can’t say I agree with the way Masi handled it. I would have preferred an immediate red flag, which would have allowed Lewis to opt for softs right away. There likely would have two or three laps left for them to duke it out. That’s as fare as it could have been.
 
Think Masi would have had to override the rule that says a race ends if red flagged after it has run 75% of its length. He may have been able to do that since he had the ability to override the rule about requiring all lapped cars to unlap themselves. Or maybe not.
 
Well, if he has the ability to broker a deal with Red Bull, and basically shut the door on Toto’s complaint, and let only a few backmarkers through past the the SC, I would think he could make that restart happen.

Not that surprising as it's supposed to add a human element in implementing rules intelligently. Hence the "letter vs intent" aspect.

I have watched 200+ F1 races, probably 300+ and never saw anything like that. Masi put his hand on the scale by changing the restart procedure. He knew full well that he was deciding the F1 champion.
