I am new to the TJ world. I am attempting to find a full set of OEM wheel for my 2005 sport, but everything I find is beat up how expensive and does make sense to refurbish them and how do you find that person.

Which TJ wheels are you looking for? It took me a year to find mint condition JK wheels for my wife's WJ for a reasonable price ($125 for 5).

There will normally be mobile wheel restoration businesses in decent size cities. Dealers use them all the time to refurb for sale and they normally do a pretty solid job. I'd guess around $100/wheel though, so depends on what you feel is worth it.
Quadratec and others have some reproductions under $200/wheel.
There's plenty of DIY wheel refinishing videos if you want to tackle it and save some cash.

I love the jk stockers,I just don’t know why they install wheel weights on the outside?it screws the clear coat up.
I've been lucky finding clean sets of OEM wheels for my Jeeps and BMWs on ebay over the years. Yeah you'll pay more for shipping, but I live in the NorthEast where any OEM take-off wheels are usually trashed by salt anyway.
