Normal for ground wire into TCM to be spliced?

Hi all. I can't find it anywhere on the forum so sorry if it's already been asked. I am trouble shooting my 03 TJ that has been stuck in limp mode with codes p0888 and p0750. I've fixed a bunch of damaged wires (by the previous owner) and just recently found what seems to be the ground into the TCM is spliced and heat shrunk. Can anyone tell me if this is normal? I can't find it specifically on the wiring diagrams

The factory wiring harness is full of splices and they look like that one.
