No footman loop on windshield frame?

2004 Wrangler X, I was in the process of installing a bikini top from one of my previous TJs and noticed my current one doesn't have the footman loop on the windshield frame for the center strap. The frame has existing holes but no existing nutserts or threads to accept a bolt; just like how the bottom frame rails are below the tub for OEM footsteps (holes are existing but no nutserts).

I've never seen a jeep without this footman loop, can't find anything online about it, and calling customer support for the top doesn't lead anywhere helpful either. Has anyone encountered this same issue? Attached are photos of the windshield frame and plastic trim covering it which provides the clip for sun visors to be secured into.

My wild-ass guess is that the frame has been replaced and the prior owner didn't put the loop back on.

A self tapping screw and a d-ring worked for me
