I suspect the cluster is reading the correct mileage from the pcm. If you look at the engine bay pictures, it does have the 05-06 pcm. Four plug vs three. Note the lack of tcm by the washer tank also.

Someone swapped the engine with some portion of the wiring harness, possibly the cluster as well.

Head south to rust-free states and check carfax to ensure it lived its whole life there! Saying as someone who bought theirs in Indiana

Patients Patients Patients! Be wary of the Wrangler Hard On. Don’t settle. The more you look the more you will learn what to look for. OPDA and computer are relatively cheap fixes compared to frame rot. You will always be chasing it. I have a 05 TJRU and love it.
Try using SearchTempest. You can put in a zip code and set a search radius and it will bring up listings on Craigslist in that area. That’s how I found mine 800 miles away in Co.
