This is a Healtech SpeedoHealer, which is used to calibrate your speedometer after changing tire size or gear ratio.
This is speedometer module SH-V4A, and harness kit SHA-J01. Healtech lists these as applicable for 1998-2006 Wrangler TJ (but not 97) and 1998-2001 Cherokee XJ (but not any older years). You would need to do your own research to see if these are compatible with any other years or vehicles.
Generally, the TJ comes with a gear-driven speed sensor in the transfer case, and you account for gear and tire size changes by replacing the gear with one with a different tooth count. However, if you have a TJ Rubicon, or you install a Super Short Slip Yoke Eliminator in your transfer case, you will then have an electric speed sensor, and changes will require the SpeedoHealer or similar aftermarket kit for calibration.
I bought this years ago because I was installing a SS SYE in my TJ transfer case, and I did not know how accurate the speedometer would be after. It ended up being within 10%, and my final tire size and gear ratio changes made it completely accurate.
So I have never installed or used this, it has been sitting in storage for years and I will not need it.
These are $130 new right now, asking $100.
