Fog Light Relay in PDC for highbeam disconnect only?

So, I was digging into what relay to get to replace the missing one in my PDC. I now know that the relays are basically all the same in the PDC. I recently had a defective OEM Multifunction Switch that I sent back and am waiting on the replacement. this led me to finding that the relay was mising, however....

To clarify, the relay in the PDC for the fog lights is only used to turn off the fog lights when the high beams are on, correct? The lack of the relay in the PDC would NOT prevent the fog lights from working? This is for a 2002 TJ with OEM fogs.

What model year do you have? I remember the fog light relay cutting the high beams off when the fog lights are on but in one year's FSM I just checked it only powers the fog lights themselves and doesn't disable the high beams.

I'm pretty sure on my '05 it does both functions. I did the high beam+fog light mod where you cut off the #1 pin on the relay to be able to run your fogs all the time. My fogs didn't work without the relay.
 
Update:

The fog light relay for a 2002 (4/02 build date) is required for the fog lights to function. I replaced the missing relay with the old MFS in place and the fog lights lit right up with the fog light switch in the off position. I removed the relay, proceeded to replace the MFS and test the fog lights sans relay - no bueno. Reinstalling the relay resulted in full fog light functionality as per OEM spec.
