Block Heater Replacement

Need to replace the frayed block heater cord. Plug on the heater is stuck there. Cut the plug ? 4'0L Thanks

How far away from where it attaches to the heater on the block is the frayed section? Can you cut the cord above the frayed spot and splice a new AC cord into it?
