A/C vent mode issue

I've got a 2002 TJ X.

Recently, I notice that with the a/c on recirculate/dash mode, I can feel hot air on my feet. At a stop light, if I turn the fan off, the hot air quits blowing.

what would cause hot air to blow on the floor while cold air is blowing out the dash vents?

I can give you one suggestion. Bad vaccum lines. They corrode overtime being rubber and don't seal properly so the flaps don't close. If you pull the one next to your floor flap and it is split at the top, there you have it. If it is long enough, you can just cut the top off with a razor and reconnect it. If it is split, frayed, cracked or crumbling along the length, then you would need to replace the line.
