97 TJ HVAC panel mounting tabs

Anyone who owns a 97 or 98 TJ knows the joy of the HVAC panel and the blend door cable, well my cable and panel work great, my problem is the busted off mounting tabs on the HVAC panel, does anyone have any ideas on how I can fab some tabs to hold the panel in place? I am thinking of some kind of metal or plastic "L" bracket and epoxy it in place. I do not want to drill into the panel for fear of braking it, I don't want to spend $300-$500 for a used panel.

Any ideas?

I'd probably be at Home Depot scrounging the aisles for some sort of metal or plastic bracket and then epoxying it on there. Either that or some small self-tapping screws to hold the make-shift bracket on.

I used fender washers on mine.
