No. This isn't the squealer tab. Brakes are an important component of being able to safely operate a vehicle. Brake pads are fairly inexpensive. While it might work with the retainer clip missing, I wouldn't risk the failure for as little as new pads cost.

Are you sure that is a TJ? The position of the side light and the split windows is a CJ. TJ side lights are more to the front, and TJs don't have split windows.
