This is the Cowl panel seal around the outside air intake on my 99. Not sure it relates to the later models.

I went with a premium carpet kit from Summit that's cut pile with mass backing and it's quite heavy, about an 1/8 in of a vinyl compound. Fit is right on with everything lining up like it should. Pricing beat every other site and Summit ships free..

I suspect the fuel rail would retain fuel even if the line drained out since its trapped at a high point and cannot drain back.

Pressure bleed off is not really an issue here and does not mean the fuel has completly drained back, ultimately you just want the fuel remain in the line after shutdown. The FSM states that 0 psi is not necessarily an issue. Delphi seems to be one of the better choices for replacement.

Usually it can mean either the regulator valve or fuel pump check valve is allowing drainback of fuel after shutdown or sometimes a leaky injector failing to shut off.
