What is this behind the glovebox?

Ive heard alot of people complain "jeeps are horrible vehicles, ive changed X sensor so many times!". Then i ask where they buy their parts. Then they tell me autozone. Conversation over.
It's just like the owners, or worse, the 2nd or 3rd owners with all the crazy electrical stuff ....then they get on here and their avatar shows the Jeep up to the doors in water. Cause and effect.

I bet if you look on YouTube you will find a video of someone doing that to a RHD. There is a ton of them on the 1997 up F150's where folks hack into the box to fix blend doors and such.
 
Thanks all for all the input. I did find a picture of a RHD airbox online. This is roughly the section that has been hacked away, presumably to replace the heater core. I don't know if the core that's in there is even the correct part which may explain all the painters caulk. However it works, so I'll seal the hole back up with something a little better than cardboard and duct tape and I'll have an access panel for my next heater core issue.
By the way, I manage a small (300 acre) airport in Western NY. I picked this the Wrangler as an all-terrain get-around ride. My plan to to strip it down it bit to make it even more utility friendly, but also keep it road legal, if for no better reason than to see the expression on people's face with my Golden Retriever sitting on the "driver's" side as I drive down the main drag.
