Looks like it was modified for a wheelchair/disabled driver.
Link won’t load for me, it’s super slow so my opinion is on the single picture here.

It looks like it is welded on. However it also looks like there is also plenty of rust so it will probably fall off soon. Problem solved.

There will be rust on that for sure where it’s coming from. Eastern Canada, hard winters and heavily salted roads.

Just looks weird, the interior looks mint tho with homemade seat covers of sorts?
