I am trying to put this jeep together, and want to put 33x12.5 15 dick cepaks on my 15x11.5 rim. aluminum. will I have any problem fitting that 33 on my existing rim? Thank you!!

11.5 is quite a wide rim for that tire. It might work, but you might get some funny tire wear.
The most common rim size for 12.5 width tire is 8”.
Do you know the backspacing and/or offset of the rim? Ideally offset is -0.25” for 12.5” wide tires, which translates to 3.75” backspacing on a standard 15x8 rim

I've never heard of a 15x11.5" wheel before. Anyway, most prefer a 12.5" tire on a 8" wheel, myself included, but some prefer to run a 10" wheel. 11.5" seems too wide to me, I mean I'm sure the tire would fit, but it would be stretched out some. What is the back spacing of that wheel?
That is probably not a good wheel to use. Regardless, what is the back spacing of the wheel?
The 11.5 is the tire width, not the rim width.
Do your rims match any of the ones pictured in this post?

A pic of the wheels in question would cut to the chase a bit faster. A 10" wide is not uncommon, but still on the wide side.

Check with Dick Cepek. Every tire manufacturer has a rim width recommended for every tire they make. 12.5 on an 11.5 rim does not sound like it will fit the spec.
I just checked their website recommends 8.5" thru 11.0" for their 33x12.50/15s.

To cut to the chase, that wheel is way too wide for that size tire and your 33x12.50 tires should NOT be mounted onto that wheel. No ifs, ands, or buts.
For a 12.50 wide tire on a Jeep that sees offroad time, a 15x8 to 15x10 (at the most) wheel is optimal. For a Jeep that sees primarily highway time, a 15x8 wheel is as wide as you should use. I wouldn't even consider an 11.5" wide wheel.
Here's what misleads some on tire and wheel widths... the tire's stated width is only at its widest point, which is measured half-way up its sidewall. Its mounting (bead) width is usually several inches narrower than its widest point. Same with its tread... its actual tread width is narrower than the tire's stated width.
Don't do it.

I suspect that he's not reading the rim width, but instead the section width of the existing tire

Dick Cepek recommends 8.5" thru 11" wide rims for their 33x12.50x15 tires.
I'd trust the manufacturer. And likely their warranty is also tied to using that rim width recommendation.

8 inches is an ideal width for a rim.
Can you measure the backspacing?
Or take a picture and see if anyone can identify the wheel.
You’ll need no more than 4” of backspacing to run that wheel. If it’s 4.5” or more you’ll need either different wheels, wheel spacers, or washers on the steering stops to prevent rubbing.
