What is this port, and why is it wet?

The AC runs in defrost to dehumidify the air.

Huh, wow. I had no idea! Learn something new every day. Case closed then. For some context I had assumed that passing air over a heat exchanger (i.e. the heater core) would effectively dry out the air being blown into the cabin.
 
Yep this. It’ll produce condensate even in the winter.

How in the world does that port not ice over, then? Is it just relying on the engine compartment being kept warm? What about when the motor is Off and there is still condensate draining?

All of your vehicles with windshield defrosters do it the same way.

Climates where defrost is typically used in the winter have less humidity in the air meaning that the water volume dripping off of the ac system is less than in the summer. And the engine is hot and acts as a heat reservoir after shut down. By the time the engine bay gets cold enough to freeze, any water condensing on the ac system has long drained and evaporated away.

Again, every vehicle you have ever owned with defrost works this way. So does your home air conditioner. And your fridge.

Unless you don't have an A/C in your vehicle...like back in the 60's when they left power robbing items out of the engine bay... but then you wouldn't have an A/C drain. Lol

You have a heater core really close to the condensate drain. It keeps it from freezing and retains heat for awhile after the engine shuts down. By the time it’s below freezing there the condensate has long drained out and dried. And if a little bit froze in there it wouldn’t hurt anything
