32RH wont shift

As I was driving today my 98 tj 4.0l automatic transmission. stopped shifting While in drive, I was able to pull over to a parking lot.
I started hearing a rattle and a ton of hissing noise while it was running when I couldn't Pinpoint where those noises were coming from. Any helpful suggestions would be appreciated
 
The noise could be low fluid.

If you only have first gear with no up shifts and reverse, something is wrong with the governor.

Edit:

There is another symptom listed as stuck on low gear (will not upshift). Possibilities with that symptom are gearshift or throttle linkage or cable out of adjustment, front band out of adjustment like Mac is saying and a bunch of other internal stuff.

What gears can you actually get?

Yeah, I'd definitely start with the fluid level and checking external hardware; very possible that rattle is coming from outside the transmission. After that, figure out the exact details of where it will and won't shift to (as others have said) and you can start figuring out whether it'll need to be opened up.
