Would anyone happen to know who owns this vehicle? Possibly a member here?

Well, that gives me more info than I had before....I was actually interested in finding out more about their wheel tire setup. The edge of tread face appears to clear the standard TJ flares (for road legality issues) based on the photo, just. This is made more interesting by the fact that they're running the same tire/size I am, but I needed the extra inch of Rubi flares to get legal. Suspect it's down to those custom wheels then....and I do like the look of steelies on a Jeep...
 
Had to break out the Google-fu. The owner is still around on other sites. I'm not sure if he still owns the Jeep or not as I didn't dig to deep. He stated that the wheels were a one off set put on by the PO that were made by Stockton wheels which has since closed. It appears some of the people associated with the business opened another shop under the name of Wheelsmith that does custom classic car and hot rod wheels. If you use Reddit he was active over there last month. He might reply to a new comment his 8 year old Jeep post.

Those wheels look like them. I'm guessing the PO had them built with a requested offset and considered them a custom wheel. I know there are several members here who understand offsets and backspacing far better than me. I'm sure the community could figure out the measurements to achieve the fit you are looking for.

It's not just my eyes, those tires are mostly if not completely under the flares (tread face, maybe not side wall), are they not?

It looks like they protrude from under the flares just a bit. I'm not sure how strict you local laws are. If you found a set of Rubicon flares or used the Rough Country 5.5" flares you would definitely have the coverage.

I'm running these now on my LJ with 31x10.5 KO2's on Ravines, they just passed inspection. It would appear they want the tread face covered, though that might depend on the inspection station doing the work.
