Sanity check: Tailgate striker position

I am working on correcting some prior collision damage in the tailgate area of my '05 LJ, and I was wondering if the tailgate striker is supposed to be this way; I have included a picture below. You can see that the striker is not parallel with the body tub. The bracket that captures the striker is pretty burly and seems undamaged.

Do other people's tailgate strikers appear this way?

For context, the issue I am working on correcting is that the tailgate was reinstalled just a bit too low, even with the factory spare already putting weight on the gate. The gate is difficult to actually fully close/latch on the striker.

The striker on my '01 has half the number of shims.
When I purchased the Jeep a couple years ago the hatch latch wouldn't close properly; I made a slight adjustment and lubricated the latching mechanism and the hatch closes fine since then.
