There are so many variables. But normal stock TJ should get about 16-17. When you put larger tires on, without changing the differential ratio, you could be using more gas to overcome the torque impact. Plus, you're just carrying and moving more overall weight. I have the same problem. Rubicon 2006 manual transmission. It's not the battery or electrical system. It's either the clutch depression sensor or the ignition pin. I diagnosed it as such due to the key not engaging the starter, inconsistently, over several weeks. A soft-fail, if you will...
